The reference on air pollution and climate change
The International Technical Centre for Studies on Air Pollution, known as CITEPA, established in 1961 as a not-for-profit organization (under the 1901 Charities Act), is a national and international reference on air pollution and climate change. CITEPA identifies analyzes and disseminates data, methods and information on atmospheric pollution – especially air emissions and climate change in France and abroad.
CITEPA has more than 80 members (industry, professional federations and unions, energy utilities, automobile manufacturers, eco-industries, consultancies, research institutes, monitoring laboratories and air quality monitoring networks).
Its diversified membership and frequent consultations and its regular collaboration with research institutes and laboratories have brought in-depth knowledge of the specific issues facing the different branches of the industry, energy, services, housing, transport and agriculture sectors and land use change.
Today, over and above its emission inventories, CITEPA, with ISO 9001 certification, is recognized as a neutral reference institution nationally, in the EU and internationally.
Our commitment is to improve knowledge and support decision-making in the field of air pollution and climate change. To this end, we study, assess and project air pollutant and greenhouse gas emissions and projections for policy-makers in the public and private sectors.
Countries have to report on their emission levels and those are compared to targets set in international Protocols (eg Aarhus on heavy metals, or Gothenburg on SO2, NOx, NH3, NMVOCs) and emission ceilings. Regions and local administrations need atmospheric emissions inventories and models in order to implement the appropriate measures to improve air quality. Private businesses and organizations plan their sustainable development, both in terms of competitiveness and environmental protection. Reliable, independent and neutral data, methods and expertise are key tools to achieving such goals.
CITEPA conducts studies for industry, professional bodies, French and foreign government bodies, local authorities, the European Union, international organizations, consultancies and research centers, to produce inter alia emissions inventories, technical or methodology guides, greenhouse gas emission audits, VOC audits, forward studies, simulation tools (such as emission projections from transportation models), reviews of legislative and/or regulatory measures and CO2 monitoring plans, bench-marking, capacity-building on national, regional and city inventories and projections, helping BURs and national communications, collaborating on NAMA, etc.

CITEPA also participates in international reviews of inventories in the frame of UNECE and UNFCCC.
We ensure synergies and consistency between the different decision-making levels; we bring insight and help decision-making and foster dialogue between these scales, as well as between administrations and the private sector.
As an association, CITEPA organizes conferences on topical issues, provides professionals, and its members in particular, with an exhaustive website offering a portal to data on air pollution and climate topics, collaborative platforms such as the Transboundary Air Pollution Forum (CLRTAP and EU expertise work) and techno-economic activities concerning emission reductions through the UNECE Expert Group on Techno-Economic Issues (EGTEI). CITEPA disseminates information to its members in the form of publications tracking policy, legislative, scientific and technological developments on air pollution, climate and energy at national, EU and international levels.
CITEPA provides training courses to local government and businesses on Solvent Management Plans, the European Emissions Trading Scheme (EU-ETS) and reporting requirements under the National Industrial Pollutant Emissions Register.
CITEPA is an active member of the International Partnership on Mitigation and MRV, the LED Global Partnership, as well as the Partnership for Market Readiness with the World Bank. CITEPA has extensive references in capacity building of inventories and registry of pollutants and GHG: Mexico, Columbia, Morocco, Tunisia, Gabon, Serbia, EU, etc.
