The Center of Documentation, Research and Experimentation on Accidental Water Pollution (Cedre) is a not-for-profit association governed by the French law of 1901, fulfilling a public service mission. Around two thirds of the ressources come from subsidies and contracts made with State services or public and professional bodies, while a third comes from services provided to private companies, local authorities, the European Union and foreign States.

Cedre can be consulted in relation to any accidental pollution incident in fresh or sea water. Where necessary, Cedre makes its equipment and personnel available to the response authorities to provide assistance and advice.

Between spills, Cedre assists the authorities and industry in updating specialised contingency plans, providing information on response policies and resources, improving and assessing response techniques and equipment, validating pollutant treatment products, preparing response guides, training response teams and coordinating response exercises.

During spills, Cedre assists the authorities in assessing the risks to be taken into account, organising operations, selecting response techniques and equipment to be used, evaluating the consequences of the pollution and response. This assistance is provided from Cedre’s premises, crisis response centres and in the field.
